In Singapore, all citizens above 21 are automatically enrolled in a compulsory organ donation program to address low donation rates despite high medical care standards.
This shift from a voluntary opt-in system, implemented through the Human Organ Transplant Act (HOTA) in 1987, transformed the process to an opt-out system.
However, Individuals can still opt out but may face lower priority on transplant lists.
